Comrades, thank you for taking the time to read our Rules & Regulations manifesto. The manifesto is a work-in-progress and will require quite a lot of review and revision before we can say it's a solid foundation for the way a member should conduct themselves while a part of our organization. For now, understand that any offensive, negative or destructive action(s) you take that is/are not listed as an offense below may be weighted and measured by PHORPL and PHORSEC and the enforcement of the defensive action(s) will be decided upon, and then carried out, after which an appropriate regulation will be added below.

This may be a warning or an [IP] Ban, depending on the severity.

RULES & REGULATIONS
of Phorumphorpl and our affiliated organizations


No member of PHORUM is permitted to break any of the following rules and regulations, or they will suffer the consequences of a Level 1 Offense.

I. PROFANITY: You may not use any form of excessively offensive or derogatory language aimed at another member of PHORUM. This includes cursing or other vulgar forums of communication. Exceptions are granted for general profanity not directed towards another individual (i.e., "Capitalism is fucked up"), or for quoting from speeches and other published text. Extremely offensive slurs, such as "f*ggot", "n*gger" or "sp*c" may result in a Level 3 Offense. No exceptions; please censor these slurs using an asterisk (*) if you are quoting a source.

II. SLANDER: You may not partake in any form of slander or hate-mongering against another member or group of members of PHORUM. This includes any attempt(s) to attack or threaten to attack another member with harmful or destructive intent.

III. INTERNET MISCHIEF: You may not "spam", "troll" or post "snuff" content anywhere on our website, be it text, imagery or a video, or any other kind of media. No exceptions. This includes both the chatroom and PHORUM. You may however, post a link to certain "snuff" media that may be offensive as long as it is marked with a [NSFW] tag and a detailed description and warning of what members can expect to see therein is provided. For example, a gruesome image of a Nazi concentration camp may be permitted. Use your common sense. Members do not want to see rape, mutilation or gore.


No member of PHORUM is permitted to break any of the following rules and regulations, or they will suffer the consequences of a Level 2 Offense.

IV. EXPLICIT MEDIA: You may not post pornographic or sexually explicit content anywhere on our website, be it a link, erotic literature, imagery, audio or video pornography. No exceptions. This includes both the chatroom and PHORUM.

V. ILLEGAL MEDIA: You may not post illegal content or promote illegal activity anywhere on our website, be it a link, imagery or a video, or any other kind of media. No exceptions. This includes both the chatroom and PHORUM. However, this does not include publicly supporting the legalization or decriminalization of a law (i.e., anti-marijuana laws or anti-piracy laws) or expressing your disagreement of a law. We understand that this encompasses a very broad scope of information and resources that can be available publicly to any member of the World Wide Web. If you are questioning the legality of your post, contact a Regulator before sharing.

VI. PREACHING: You may not preach a religious belief or political view in a way that attempts to convert or brainwash any member of PHORUM to your understanding, or that attempts to desensitize a social concern. (i.e., you may not justify the negativity of a crusade with racial and religious slander or quotes from your Holy Book). If you wish to share your religious belief or political view, you may do so, but please respect other members' rights to hold conflicting opinions, beliefs and views, and to express them freely and openly.


No member of PHORUM is permitted to break any of the following rules and regulations, or they will suffer the consequences of a Level 3 Offense.

VII. ABUSE OF POWER: You may not abuse any administrative power(s) you hold over other members of PHORUM, to censor any member or incriminate them in order to bring validity to your side of the spectrum, to unjustly obtain and seize more administrative power(s), or to sabotage another member's ability to democratically achieve or replace any mark of prestige or administrative power, including that which you or another member currently hold.

VIII. IMPERSONATION: You may not impersonate any member of PHORUM. Your [IP] is tracked upon registration and connection with our domain, and anonymous or "masked" users aren't permitted to use any feature of PHORUM. Creating multiple accounts to raise your reputation, justify your spectrum, or attempt to increase your prestige will result in an immediate, permanent ban of all associated accounts to your IP. Period.

IX. ADVERTISING: You may not advertise any corporate product or service on PHORUM, either through the blatant use of text, links or other forms of media. This includes any and all products or services. We do not support any form of corporatism. Exceptions are granted for members to promote a website or a personal, non-profit project or organization. This includes activist groups, NGO's, NPO's and social movements.


The following rules and regulations are considered misdemeanors. Regulators may hold different methods to dealing with these terms.

- You may not double-post. Use the edit function!
- You may not junk reply, or make a post consisting of under three words.
- Keep your post descriptions small. If they're too large, they will be removed.

- If you are quoting from a source, use BB coded spoiler tags, like below.

Spoiler:

- You may not post a topic in the wrong section. Regard the corresponding categories.
- You may not abuse the report system. Only write a report if you deem it necessary.
- You may not disrespect any member of PHORUM, regardless of rank or prestige.


CODE OF CONDUCT
Every member of PHORUM is equal. You may participate in any form of our democratic decision-making process, and any poll herein. Your opinion is valued equally and never above another, but you must be open to accept criticism. Please, assist us in making PHORUM a safe and healthy environment for all! Every member of PHORUM, regardless of rank or prestige, is expected to refrain from savagely attacking another member on the basis of sex, gender(s), race, sexual orientation, religious belief(s), creed, political view(s) or opinion(s), physical and/or mental disability and social and/or employment status. Every member of PHORUM is to refrain from certain radical behaviours. We do not support terrorism, genocide or war and will not tolerate members who openly promote it using PHORUM!

CONDITIONS
The aforementioned rules and regulations apply to every single section of PHORUM, including the chatroom, member's profiles, member's avatars and signatures, profile comments, and the personal messaging system. They also apply to every member.

By registering an account and personae on PHORUM, you automatically agree to abide by our rules and regulations. If you have a language barrier that prevents you from understanding or are having trouble understanding a rule or regulation, please contact us. Otherwise, abide the rules!

A description of how each infraction will be enforced is provided below.

Level 1 Offense
Upon an infraction, a Regulator will issue a Level 1 Warning, which will be verbal and conclusive. Do not directly reply! If you have an issue with the enforcement method(s) taken, or you feel the method is unjust, please PM a Commissioner or Compadre. If you continue to disregard the rules and regulations, a Regulator will issue a Level 2 Warning via private message (PM) to discuss your behaviour, and will also contact a Commissioner for mediation. If you continue to disregard the rules and regulations, a Regulator will issue a Level 1 Offense, which constitutes an account ban and your removal from normative PHORUM discussion. You can post your appeal in the Gulag.

Level 2 Offense
Upon an infraction, and depending on the severity of the infraction, a Regulator may or may not issue a Level 2 Warning. Regardless, you will receive a private message to discuss your behaviour and your future with PHORUM, and a Commissioner will be contacted. You may be temporarily removed from all normative PHORUM discussion. You can post your appeal in the Gulag.

Level 3 Offense
Upon an infraction, a Regulator will issue an immediate, and non-reversibly permanent Internet Protocol [IP] Ban. If you feel this enforcement method was unjust, you can contact somebody via our official email for appeal.

Level 4 Offense
Upon an infraction, the Grand Commissioner and/or Grand Compadre may choose to seek external intervention to deal with the situation.
